
YOUNGSTOWN, OH — The Ohio Environmental Protection Agency has issued a formal notice of violation to All Coatings Co. Inc. after an inspection revealed improper handling of hazardous waste at a facility previously operated by the company, according to documents obtained by the AP.
State environmental officials conducted the inspection on June 28, 2024, at 510 W. Ely St. in Alliance, Ohio, a site now owned by T&R Universal LLC. Regulators found at least 85 containers of repackaged paint that should have been legally disposed of under a 2019 order. Forty-six of those containers bore markings indicating they originated from All Coatings’ previous sites in Meridian and Market.
The EPA alleges that All Coatings falsely claimed to have sold or legally disposed of the paint, which regulators say qualifies as hazardous waste. Instead, investigators found the materials stored at the unauthorized Alliance facility, violating state hazardous waste laws.
Additionally, the EPA cited All Coatings for failing to provide proper transport documentation for the waste and for violating an official order from the state’s environmental director.
The agency has instructed All Coatings to remove the hazardous waste from the Alliance site and ensure its proper disposal at an authorized facility within 14 days. Failure to comply could result in administrative or civil penalties.
