
WAVERLY, Ohio — The Pike County Land Reutilization Corporation (PCLRC) is seeking assistance from the Ohio Environmental Protection Agency's (Ohio EPA) Targeted Brownfield Assessment (TBA) program to redevelop the former Stockdale School property. The project, located at 56 State Route 335 in Stockdale, Ohio, involves the demolition of the existing building and preparing the 4.89-acre site for future use.
The PCLRC has requested a Phase I Environmental Site Assessment (ESA), an Asbestos Containing Materials (ACM) Survey, and a Limited Phase II Assessment for the property. According to the application, the project is expected to commence upon funding approval and be completed within six to eight months.
The Stockdale School property, identified as a vacant institutional facility, qualifies as a "brownfield" due to the potential presence of hazardous substances, pollutants, or contaminants. James Applegate is the current owner of the property, and the PCLRC has secured an access agreement for the assessment work.
The PCLRC stated that it is not a party responsible for any contamination at the site. Furthermore, the property is not on the National Priorities List, nor is it subject to certain federal environmental orders or funding from the Leaking Underground Storage Tank (LUST) Trust Fund. The PCLRC noted that the property currently poses a physical hazard to trespassers.
Matthew Wagner, a program manager with Tetra Tech, is serving as the project consultant. Carrie Kessinger-Berry is listed as the authorized representative and project contact for the PCLRC.
The TBA program, administered by the Ohio EPA, provides environmental assessment activities at no cost to eligible applicants, funded through grants from the U.S. EPA or state brownfield funds. The PCLRC's application emphasized the need for expeditious data and information to facilitate the property's redevelopment. The project is also part of a local development plan, with redevelopment options currently under evaluation.
