
CHILLICOTHE, Ohio — The Ohio Environmental Protection Agency (EPA) has issued a Notice of Violation (NOV) to Rocal Inc., a Frankfort-based company, for ongoing hazardous waste management violations.
According to a letter dated Aug. 25, 2025, from the Ohio EPA to Rocal, the agency found a new violation of state hazardous waste laws after reviewing manifest data. The new violation cites the company for not providing land disposal restriction (LDR) forms with a shipment of hazardous waste on June 11, 2025, a date after the initial violation was issued.
The Ohio EPA also noted that several violations from a previous investigation on April 30, 2025, remain unresolved. These outstanding issues include the failure to provide one-time notifications for LDR with waste shipments, a lack of documented hazardous and universal waste training for employees, and the absence of a complete, stand-alone Quick Reference Guide for the facility's Contingency Plan.

Rocal had previously informed the Ohio EPA that a three-day training course for employees had been rescheduled from July to October due to contractor issues.
The Ohio EPA has requested that Rocal Inc. provide documentation within 14 days demonstrating how they have addressed the outstanding violations. The letter warns that failure to comply could result in administrative or civil penalties.
